Between those five great powers stretched a mosaic of small states.
Sometimes one of considerable size would emerge, but it wouldn’t take long to fragment. Thus, those small countries, the size of mere territories, often formed a sort of confederation.
If they were going to face the Empire, they had to subjugate them first.

Ainzer nodded.
“You’re going to attack the Central Alliance?”
“Yes. I don’t know what they’re plotting, but the Empire is unusually quiet. It’s better to move first. We have to make them see that joining us is their only chance at survival.”
